Simply click on "New game" in the main navigation at the top of the screen. In the dialogue you can then assign a name to your game and invite up to 5 players by either their email address or user name (if they are registered users). If you create an open game anybody can join.
Pick a map from the list. Once you create the game it will appear in your "Headquarters" (also available from the main navigation).
